    Hello, I encountered this error when deploying my program to Tomcat 4.1.18.my
    In the pages I declared:

    I have checked that my WEB-INF folder contains the correct taglib and that they are
    enabled.
    I am using struts-1.1-b2 . I have read a number of recent posts about another way
    to validate taglib and have tried the following:
